Actually, both a modal and an epistemic operator. In addition to the statement of fact being true or false, there is the matter of whether Smart's opponent believes the statement is true (which is independent of whether or not it actually is). And there is also the matter of whether it is possible that the statement is true, which is also independent of its actual truth.
